The Corinthian Yacht Club of Portland welcomes your interest and invites your participation in the 32nd annual Oregon Offshore International Yacht Race, scheduled to start Thursday, May 8, 2008. This 193 mile race begins off the coast of Astoria, Oregon and finishes in the harbor at Victoria, British Columbia. While the typical Offshore fleet is made up of experienced skippers and seasoned yachts, this is a perfect event for skippers looking for an introduction to ocean racing. CYC will again be offering mentors to first time participants. This system pairs a new Offshore skipper with experienced skippers to allow free flow of questions, answers, hints and experience. Potential first time participants are encouraged to contact me, (Fred Hazzard, CYC Rear Commodore, fredhazzard@spiritone.com ), to get your questions answered and help you get off on the right foot for a successful and safe Oregon Offshore. New skippers should be aware that although there are no formal requirements for the skipper and crew participating in this event, the Race Committee does recommend that certain skills and levels of experience be a factor in the prudent skipper’s crew selection. Due to the unpredictable and sometimes hazardous conditions that may be encountered off the Washington coast, the following suggestions are offered as guidelines for skills and levels of experience: 1. THE SKIPPER OF THE VESSEL SHOULD HAVE COMPETED IN AT LEAST TWO OVERNIGHT OFFSHORE RACES. 2. AT LEAST 50% OF THE CREW SHOULD HAVE OFFSHORE OVERNIGHT SAILING EXPERIENCES. 3. NO LESS THAN TWO MEMBERS OF THE CREW SHOULD UNDERSTAND AND BE COMPETENT TO NAVIGATE SUCCESSFULLY WITH A VARIETY OF INSTRUMENTS TO INCLUDE, BUT NOT LIMITED TO, A COMPASS, DEPTH SOUNDER, AND LORAN OR GPS. All competing boats will need to complete safety inspections demonstrating compliance with the 2008 PIYA Category I Certificate Requirements, as well as prescribed safety issues listed in the sailing instruction. If there are enough registered yachts, CYC will provide team scoring. Teams will be assigned with one yacht from each of the competing classes. These teams will be scored on cumulated corrected time and additional team awards provided. In the past this has been a great way for sailors at different competitive levels to share experiences and build camaraderie.
The Annual Offshore Kickoff social will be held on Friday, April 25th, 2008 (location to be announced). This event is a great opportunity to meet other skippers and crews, to fill out your crew roster, help crew find boats and firm up to/from transportation issues. CYC will have a list of available crew (for the race and delivery), as well as Port Angles Ferry and Victoria travel information available. And of course, during the social the Official 2008 Offshore tee shirts will be for sale.
The skipper’s meeting in Astoria will be May 7th, 2008, time and place TBD. The annual weather briefing and announcement of start time, team assignments and other race details will be announced. The skipper’s meeting will be followed by the typically very social crew dinner which provides another opportunity for participants to mingle and share experiences. (Dinner cost TBA).
At the finish, yachts can look forward to warm towels, champagne and photos, followed by the EXCELLENT dock party which goes on as long as yachts are finishing. Family and friends are welcome to volunteer to assist with yacht greeting and finish line activities. Contact me for more information on volunteer opportunities. As in past years, the Royal Victoria Yacht Club will again be honoring all Oregon Offshore Race participants with a welcoming barbeque. Naturally, families and friends are welcome to the BBQ. The BBQ will start at 11:00 AM on Sunday, May 11th, 2008. The race results will be announced at the BBQ.

2008 Sailing Instructions
The 2008 Oregon Offshore Race will be sailed under the 2005-2008 US Sailing International Yacht Racing Rules, the Sailing Instructions, International Regulations for Preventing Collisions at Sea and any Supplemental Sailing Instructions. The minimum overall length of a yacht to qualify for entry is 24 Feet. Every yacht must meet the 2008 PIYA requirements for Category I Certificate(see http://www.ussailing.net/piya/) and carry a signed certificate to this effect. LIFERAFTS ARE RECOMMENDED. In addition, each yacht must have a VHF transmitter-receiver equipped with marine channels 1, 5A, 9, 13, 14, 16 and 68. Yachts may be inspected at any time before or immediately after the race. All yachts should be made available for inspection by appointment between April 16th and May th, 2008. Boats not complying with these requirements will not be scored. Yachts with their homeport in the Portland area that are competing in the Oregon Offshore for the first time must have their boat safety inspected before traveling to Astoria. Portland homeport boats that have previously competed in The Oregon Offshore can be make arrangements with the inspector. Competing boats with a homeport outside of the Portland area can make arrangements for inspection by contacting Jeff Duvall at 503-313-6560 or Jeffery.a.duvall@boeing.com. Racing Division yachts must have a valid PHRF NW rating (http://www.phrf-nw.org) at the time of registration. IMS or IOR Classes will be established only if a sufficient number of yachts indicate that they desire to race IMS or IOR and that they hold a current IMS or IOR certificate. Cruising Division yachts that do not hold a current rating will be assigned a provisional rating for this event. There will be a skipper’s meeting on Wednesday, May 7th, 2008 time and place TBD in Astoria, Oregon. Final class breakdowns will be announced at this time and changes to these sailing instructions will be distributed in writing. Every yacht must submit a final crew list on the appropriate form at this meeting. Attendance by the skipper or a representative is mandatory.
ANY YACHT WHOSE SKIPPER OR REPRESENTATIVE IS NOT PRESENT FOR ROLL CALL AT THE SKIPPERS’ MEETING WILL BE DISQUALIFIED ! The race will start in accordance with Racing Rule 26. The Class Flag for all boats will be the Code Flag Number 1. The warning signal will be given at TBA hours PDT and the race will start at TBA hours PDT on Thursday, May 8th. An attempt will be made by the Race Committee to hail premature starters on VHF Channel 9. When a general recall has been signaled, a new Warning signal will be made one minute after lowering of the code flag “First Substitute”. The starting line will be off the mouth of the Columbia River between Buoy 2 and the Orange Flag on the Race Committee Boat. The name and description of the Race Committee Boat will be posted at the Skippers’ Meeting. Yachts will proceed north to the Straits of Juan de Fuca, leaving Duntze Rock Buoy to Starboard, and finish at Victoria, B.C., inside the harbor entrance.
Each vessel MUST check in with Seattle Vessel Traffic (VTS) on channel 5A as soon as they enter the Straits at 124° 40’ W. VTS will have a list of all vessels competing in the race and will list you as overdue with the Coast Guard if you do not check in. The Race Committee will be stationed at the Northwest end of Pier “A” on Ogden Point, (C.N.R. Outer Wharf) approximately 100 yards inside the breakwater. The finish line will extend magnetic West (270 degrees M.) from that point. The Race Committee will fly the “RC” flag at all times. During the hours of darkness the Committee will be marked by a revolving yellow light. It is recommended that yachts record their finishing times using these references. When a yacht comes into the vicinity of Race Rocks, she shall make a reasonable effort to contact the Race Committee on VHF Channel 9. Corrected time will be determined using the PHRF Time on Distance system with a course length of 193 nautical miles. The time limit will be 72 Hours. Yachts finishing after this time will not be scored. A yacht retiring either before or after the time limit MUST inform the Committee of her action at the first opportunity. A Race Committee telephone number in Victoria will be included in the supplemental sailing instructions, and announced at the Skipper’s meeting. After finishing, a yacht shall come within hail of the Committee for instructions as to possible inspection. Every yacht landing in Victoria MUST clear Canadian Customs. Please be aware that due to heightened security concerns positive identification (Passport, Birth certificate, Government ID) are likely to be required. Skippers are encouraged to check with Canadian and American Customs about current requirements and then to preview crew documents to insure safe and smooth transit. A yacht must advise the Committee of an intention to protest within 2 hours of finishing. For racing class yachts: Engines may be used for propulsion in emergencies. A written situation report must be given to the Committee within 2 hours of finishing. Penalties may be assessed. Automatic pilots and automatic steering devices, including wind vanes, shall not be allowed. For cruising class yachts: A written report of engine and automatic steering device use must be given to the Committee within 2 Hours of finishing so that allowances may be assessed. Cruising class skippers are reminded that automatic steering devices DO NOT relieve the necessity of constant look out and watch keeping. THE FOLLOWING CHARTS WILL BE REQUIRED: Besides having the following charts on board they should be current and in usable condition. This list is by no means a substitute for common sense and sound navigational practices.
